Hamstrung by big city police bureaucracy and baffled by his suspect’s hippie friends, the cop decides to do things like they do out west… his efforts at subverting the bureaucratic process result in fugitive jimmy ringerman escaping, much to the chagrin of lieutenant mcelroy. Despite this, coogan remains in new york and attempts to make amends for his earlier mishap even though this means taking matters into his own hands.
